In the past, once an election was gazetted, the Election Commissioner saw to it that the Government in power acted strictly as a ‘caretaker government’. The status quo was strictly maintained – no transfers or promotions of public servants, no increments given, no new projects initiated with foreign powers etc.
Today the economy seems to take priority. Fuel and gas queues and shortages of essential food items should not occur except under a corrupt and mismanaged government.
To me, a stable and democratic government is priority, with justice, the rule of law and the independence of the judiciary.
A competent government can negotiate with the IMF if necessary.
As for tackling corruption, every party had it high on their list but no one has suggested taking ‘tenders and procurement’ out of the hand of politicians.
Recently the government of Japan pulled out of a project because of a corrupt politician. Was he named and shamed?
Projects should call for open tenders for public scrutiny and place them before an Independent Procurement Board. I believe the UN has such an organization to assist countries.
