New appointments, changes at state ICT agencies

The new government is revamping the ICT sector by reassigning agencies and identifying new talent to manage critical organisations.

As a start, the Information Communication Technology Agency (ICTA) will be transferred to the Digital Transformation Agency next week, which is a new institution under the ruling National People’s Power (NPP) Manifesto, informed sources said.

The currently headless institution, along with, SL CERT and, the Data Protection Authority will get new chairpersons and directors, they added.

All ICT institutions now managed under the Ministry of Science and Technology will be transferred to a new ministry which will look after digitalisation. The sources noted that the name of this ministry is not yet decided upon and it will come under the president. The sources noted that these points were extensively discussed at the NPP ICT Committee meeting held recently.

It was also discussed to form special committees under this ICT committee in areas of Artificial Intelligence implementation aligning with the existing AI draft, cyber security, process automation, and auditing and probing institutions with questionable transactions.

The sources said that the focal areas of this government in turning in foreign direct investment are IT and tourism. “In terms of IT, we want to start on the right foot and get all the agencies properly managed. Then we aim to look into how best we can deploy the assets of these institutions, including the people. This government has a target of producing 150,000  graduates in three years. Currently, our universities put out only 5000 graduates annually. We also have a target of setting up IP universities in the country,” one source said.

He said the digital print solutions in the government, which has been seeing no growth, will also be resurrected through these committees. The payment through the QR code project will also be expedited at no cost to consumers, he added. He noted that both these projects didn’t show much growth during the past few years due to government bureaucracy and red tape.
