Tariff revision: CEB requests second extension from PUCSL to submit report

The Ceylon Electricity Board (CEB) this week requested the regulator, Public Utilities Commission of Sri Lanka (PUCSL), still more time to submit its proposal for a tariff revision.

In a letter to PUCSL Director General, CEB General Manager K.G.R.F Comester says that the utility needs another two weeks to refine the inputs in their proposal, including hydrology data. He has promised a comprehensive tariff proposal for 2025.

This is the second extension requested by the CEB. On November 8, the PUCSL granted two weeks and also notified the utility that it intends to conduct regional stakeholder consultations for the proposed tariff revision, starting January 1 next year.

On November 1, the PUCSL had sent back the CEB’s initial proposal for a tariff revision saying it did not comply with the tariff methodology approved under the Sri Lanka Electricity Act.

The regulator gave the CEB a deadline of November 8, 2024, to submit a new tariff proposal that tallies with the law. The CEB sent its proposal on October 24 this year. The PUCSL must approve all tariff revisions.

In its proposal, the utility failed to forecast the bulk supply tariff (the price at which a supplier sells electricity or water in bulk to licensed customers) for 2025; has failed to pass the favourable cost variance of the past period to consumers; and submitted adjustments to the distribution tariffs.
