Millions lost in EV import scam
A special audit has uncovered significant mismanagement in the government’s scheme for importing fully electric vehicles for expatriate workers, leading to substantial financial losses. According to Parliamentary sources, the audit report, recently presented in the House, examined the issuance of permits under the programme, which operated from May 1, 2022, to September 15, 2023.
It also investigated the EV permit issuance between September 22, 2020, and June 30, 2023. The National Audit Office has recommended revoking all permits issued under the scheme and notifying the relevant stakeholders.
Additionally, the report calls for disciplinary action against officials who issued permits in violation of four fundamental policy principles outlined in the Cabinet-approved committee report.
The audit reveals that the government’s decision to increase the luxury tax exemption limit from Rs. 6 million to Rs. 12 million for 510 imported vehicles resulted in a loss exceeding Rs. 1,380 million. Furthermore, taxes totalling Rs. 1,280 million went unpaid for six vehicles that were transferred to other parties.
Between September 22, 2020, and June 30, 2023, the Ministry of Labour and Foreign Employment issued 1,077 vehicle permits to migrant workers, of which 77 permits were later revoked. However, the ministry secretary failed to provide 64 critical files for the audit, further exacerbating concerns about accountability.
