e-NIC and digital payment system by end Jan.
The Electronic National Identity Card (e-NIC), which aims to create a National Register of Persons and issue electronic identity cards to every citizen over the age of 15, along with the government’s payment gateway, will go live this month.
Eranga Weeraratna, Minister – Digital Economic Ministry told The Sunday Times Business that the agenda focused on digital transformation within the state sector will kick off with the Digital ID project and Gov Pay project by the Ministry. “The e-NIC project which is being developed by the Department of Registrar of Persons will be launched mid-next month. This project will help us capture data such as birth certificates, tax identification etc through biometrics. It aims to centralise all sorts of IDs and have a single one for many purposes,” he explained.
Mr. Weeraratna said the Mossip grant from India to conduct the digital ID revamp project (called the Sri Lanka unique digital ID) will subsidise certain costs associated with the e-NIC.
He noted that integrating certain government agencies with digital payments through the GovPay Project will go live end of this month. “We aim to launch this in the last week of this month. We have already integrated 16 government institutions and will complete the integration of 30 government institutions by April.”
He further explained that court system payments, payments for municipal councils, and payments for universities etc will be possible through Internet banking platforms engaged in this system. “The citizens do not need to go physically anymore and will be able to log in through their Internet portal to do the payments.”
He added that several donor agencies are in discussions with the Ministry of Digital Economy for investments. “The World Bank, the Asian Development Bank and other such donor agencies had several discussions with us about different projects. They are on board with the government’s digitalisation projects.”
The Ministry of Digital Economy houses five agencies – the Information Communication Technology Agency, the Sri Lanka Computer Emergency Readiness Team, the Data Protection Authority, the Telecommunication Regulation Commission, and the two telcos Sri Lanka Telecom (SLT) and Mobitel.
