Police Com. to question IGP’s mass transfer move
Acting Inspector General Priyantha Weerasooriya has requested the mass transfer of 17 officers-in-charge (OICs) of police stations in the Western Province, but the National Police Commission (NPC) will ask him to provide further details outlining reasons for his request for the mass transfers, the Sunday Times learns.
The transfer list includes OICs of several key police stations in the greater Colombo area. Of the list of OICs sent to the NPC by the Acting IGP, 17 are to be transferred on a “supernumerary basis,” or what is known in the police as “Samanya Rajakari” (normal duties).
In most of these cases, the reasons cited for the transfer have been “intelligence reports” pertaining to alleged misconduct on the part of the OICs. However, there has been no record of any disciplinary inquiry and/or criminal proceedings initiated in courts into the allegations mentioned in the reports provided to the NPC, the Sunday Times further learns. The NPC has observed that the reasons outlined for the transfers of the OICs are not clear and the transfers do not follow proper procedures.
The NPC has observed that those recommended as replacements for the 17 OICs to be transferred on a supernumerary basis are those of lower rank who do not have the necessary qualifications to hold the post of OIC.
Under the 21st Amendment to the Constitution, the NPC has wide powers over the appointment, promotion, transfers, disciplinary control, and dismissal of police officers other than the IGP. Vested with powers to act as an independent oversight body for the police, its main objective is the depoliticisation of the Police Department.
The NPC is chaired by retired High Court Judge Lalith Ekanayake. Other members of the Commission are retired Ministry Secretary Renuka Ekanayake, retired District Secretary K. Karunaharan, Attorney-at-Law Dilshan Kapila Jayasuriya, President’s Counsel A.A.M. Iliyas and retired Deputy Inspector General Jayantha Jayasinghe. The Acting IGP was not available for comment.
