Hayleys Fentons secures 50MW Mannar Wind Power Project at reduced rate
The new administration has awarded the contract for a 50 megawatt wind power project in Mannar to Hayleys Fentons, a leading local engineering and renewable energy company. The company was awarded the project at a rate of 4.65 US cents per unit, after it appealed against an earlier rejection by the previous government.
The state-run Ceylon Electricity Board (CEB) was originally going to award the project in 2023 to Windforce Plc at 4.88 cents a unit, which was then the lowest qualified bid, but after an appeals board review, the government approved Hayleys Fentons for the lower bid.
The plan was rejected earlier by the former government on the grounds that the respective project proposals presented were not technically feasible. Sources at the Power and Energy Ministry confirmed that within a month or so, the agreement is due to be signed between Hayleys Fentons and the CEB.
This tender evaluation process started under the previous government, while following the appeal, Hayleys Fentons reduced their original bid from 4.88 cents to 4.65 cents a unit.
This price cut won the company the contract. Others who bid were Vidullanka, Universal Energy, and Square Mech at 4.98 cents a unit and Lakdhanavi Ltd at 5.90 cents a unit.
This project will add about 150 gigawatt-hours to the national grid every year, thus helping substantially toward the national commitment of meeting all of Sri Lanka’s energy needs. Further, this marks an important milestone for the country in renewable energy and in increasing the involvement of local companies in large projects that are sustainable.
CEB officials further said that this project was aligned with the present government’s policy of increasing more local investments into the renewable energy sector, as well as reinforcing confidence in the engineering capabilities in Sri Lanka.
The strong wind currents in Mannar allow for a high plant factor of over 40 per cent observed in the 103.5-megawatt wind power facility already there by the CEB. Besides, this particular natural advantage makes for lower production costs.
Most importantly, existing CEB units use bird radar technology to enable turbines stop automatically at the detection of birds, leaving minimal environmental consequences.
