All USAID funding to Lanka stops

The United States’ aid flow to Sri Lanka through USAID has been completely halted, according to documents released to the US Congress by the Trump administration.

Sri Lanka was receiving USD 53 million in the 2024-2025 fiscal year, all of which has been slashed, according to the Centre for Global Development (CGD), which analysed the documents. This accounted for about 0.07% of Sri Lanka’s gross national income.

While on a global scale, some funding fields—such as for “civil society” or “private sector competitiveness”—have been completely eliminated by the Trump administration, others, including “Macroeconomic Foundation for Growth”, “Protection, Assistance and Solutions” and “HIV/AIDS”, have been relatively spared, CGD revealed. Sri Lanka was largely receiving funding for projects that were among those totally halted.

According to a survey of 53 organisations conducted by the Civil Society Organisations Collective, over 565,000 direct beneficiaries and over 400 staff were funded by USAID. Rohana Hettiarachchi of the collective cautioned that since only 53 organisations responded, these numbers do not give the full picture.

The world is reeling from the funding halt initiated by the Trump administration. Ukraine took the largest cut of USD 1.4 billion, which is still only 15% of the country’s total USAID programme. In Liberia, Palestine, Somalia, and Afghanistan, the USAID cut accounts for over 1% of their countries gross national income, indicating a severe impact on their economy and development.

Besides country-specific funding, about 20% of all USAID funding was for global or regional efforts. UNDP, IOM, FAO and UNAIDS are among the international organisations that are experiencing termination of projects.
