Ministry secretaries told to monitor implementation of government manifesto

The Presidential Secretariat has written to ministry secretaries instructing them to monitor the implementation of the government’s manifesto “A Thriving Nation – A Beautiful Life” in their respective ministries, departments and other institutions.

In March, Cabinet directed ministry secretaries to accept the manifesto “A Thriving Nation – A Beautiful Life” as the National Policy Framework by the government and directed all secretaries of ministries to “take necessary action without delay to formally plan and implement the duties and functions falling under the purview of their ministries, departments and other institutions complying with the National Policy Framework.”

As per the instructions issued by way of a circular from President’s Secretary N.S. Kumanayake, ministry secretaries have been notified to submit their action plan for 2025 and the strategic plan for the period 2025-2029 incorporating the commitments assigned to the respective ministry.

The circular directs all secretaries to ministries to submit their action plan for 2025 by April 11, 2025, and strategic plan for 2025-2029 by June 30, 2025.

The progress of fulfilling the commitments in the action plan is to be reported on a quarterly basis by each ministry to the Presidential Secretariat via the digital platform “Ministry Performance Monitoring System” which is to be introduced to all ministries once the action plans for 2025 are submitted to the President’s office by the due date.

The first quarterly progress for each ministry for this year is to be reported by May 30, 2025. The progress for next quarters are to be reported during the second week of the month following the end of each quarter. Accordingly, the second quarterly progress is to be reported by July 11, 2025, the third quarterly progress by October 10, 2025, with the fourth quarterly progress to be reported by January 9, 2026.
