Online traffic fines to go island-wide

The pilot project allowing motorists to pay traffic fines online through the ‘GovPay’ mobile application launched by Sri Lanka Police implemented at 11 locations along the Kurunegala–Anuradhapura Road, will be extended island-wide, top officials said.

The government has introduced the ‘GovPay’ mobile application to enable drivers to settle fines issued by traffic police officers.

The initiative aims to streamline the payment process and promote digital governance with the GovPay platform facilitates digital payments for public services. The government has plans to extend this initiative to other areas after the trial running until April 30, Transport, Highways, Ports and Civil Aviation Minister Bimal Ratnayake told The Sunday Times Business recently on the sidelines of this launch. “This reduces bribery and trust in law enforcement and government services.”

Officials noted that this app integrates with popular fintech apps like Hela Pay and iPay, making it accessible to many. “GovPay also boosts the formal economy, encouraging people to engage in formal financial transactions. It is also fostering a behavioural shift, making digital payments for government services a norm, potentially paving the way for wider fintech adoption in Sri Lanka,” an official said.

He told The Sunday Times Business that so far more than 100 fines have been collected through this portal.

“All the government institutions will be onboarded to the GovPay platform eventually. We are also building capacity for the digital industry, the government as well as the citizens. We are also focusing on capacity building for women, differently abled community,” a digital ministry official said.

He added that there are plans to set up a new institutional framework with the Digital Economy Authority (DEA) and under that Gov Tech, which is the government’s technology organisation.
