The Information and Communication Technology Agency of Sri Lanka (ICTA) and Ernst & Young Sri Lanka recently entered into a contract for carrying out a study that will make recommendations to facilitate the services of the Department of Motor Traffic.

The contract entailing a six-month study complete with recommendations was signed last Monday afternoon at ICTA by ICTA Chief Operating Officer Reshan Dewapura and Ernst & Young Sri Lanka Partner Arjuna Herath. The signing of the contract is the result of the common intention of ICTA, Ministry of Transport and the Department of Motor Traffic (DMT) to obtain the provision of consultancy services for the Department of Motor Traffic to offer its public service more efficient and people-centred.
The study consisting mainly in the "Government Process Re-engineering (GPR)" study and the system study will include coverage of the main functions of DMT and processes involved such as registration of motor vehicles (new registration), transfer of ownership of motor vehicles, maintenance of owner/ vehicle particulars, document / workflow management system, registration of vehicle dealers, issuance of fitness certificates and issuance of "dealers licenses".
The aim of the GPR study is to understand how the existing processes at the DMT can be improved and re-engineered to make them more efficient while offering citizen centric services.
This contract for the study took place in the backdrop of the current Re-engineering Government Programme which is aimed at improving the efficiency of all public services by appropriate use of ICT. The Re-engineering Government Programme has identified eMotoring project as one of the key eServices projects which intends to provide motoring related services to citizens and business in a more efficient and citizen-friendly manner.
DMT operates the entire system of motor vehicle registration, issuing of driving license and other related motoring services. The main stakeholders that play an important role in the operation of the system are District Secretariats and other organisations connected with this system such as insurance companies, banks, financial organisations, department of customs, department of import export control that provide related services essential to the system.
The DMT has already made vast advances in making its deliverables to the public more efficient. Already many routine services have benefited from automation and modernization. However the Efficiency and effectiveness of a number of DMT's services could be enhanced through a GPR exercise. Once the study is complete and the recommendations are in place it will not be long before a significantly better DMT service will be available to the public. |
