Defence committee
proposes major structural reforms
The expansion of the National Security Council (NSC), the creation
of a national defence council (or committee), the appointment of
a Chairman of Joint Chief of Staff Committee (JCSC) are among highlights
of recommendations by a three-member Defence Reforms Committee.
Its first report
dealing with "higher defence control" has already been
handed over to the Defence Minister. Two more, on other aspects
of reforms, are due, one in December, this year and the other in
April next year.
The government
has also consulted two retired senior military officials - Lt. Gen.
Satish Nambiar of India and Sir General Michael Rose of Britain
with regard to defence reforms.
Defence Secretary
Austin Fernando, who left for London last night, is also expected
to study some matters relating to defence reforms whilst in Britain.
He is accompanied by Army Chief of Staff, Major General Lohan Gunawardena.
Mr. Fernando
told The Sunday Times he had been invited by the British High Commission
in Colombo for a workshop on post-conflict issues. He said they
had also invited either the Chief of Staff of the Army or his deputy
for the same workshop.
