HL quits Constitutional
Council

The Constitutional Council is in crisis again after the resignation
of H.L. De Silva, the presidential nominee to the council.
Mr. De Silva,
who has sent his resignation letter to the President, told The Sunday
Times that he was resigning as questions had been raised as to his
impartiality after he appeared for the PA in support of its petition
in the Supreme Court against the 19th Amendment.
He said he was
not biased by any political party and he had worked with different
political parties but since the issue had been raised he had no
alternative but to resign.
Presidential
spokesman Harim Peiris told The Sunday Times this resignation would
not have any impact on the Constitutional Council since "it
is a dead letter" in law, unable to set up any of the independent
commissions.
Sources close
to the President said President had still not accepted the resignation.
