gives glimpse of long-awaited proposal
A guerrilla leader has given Tamil parliamentarians a glimpse of
the proposals they are due to make to the Government next week.

Wing leader S.P. Thamilselvan told nine MPs of the Tamil National
Alliance (TNA) that the proposed interim administrative structure
would seek to incorporate powers relating to land use, security,
revenue, police and judiciary.
Nine TNA parliamentarians
led by R. Sampanthan (Trincomalee district) met Mr. Thamilselvan
at the LTTE Peace Secretariat in Kilinochchi. Mr. Thamilselvan told
the MPs he was unable to give them details of the proposals. He
had said these parliamentarians should campaign to generate public
support in their areas for the LTTE demands.
Norway's Ambassador
in Sri Lanka, Hans Brattskar, is due to fly to Kilinochchi on Friday
(October 31) to collect LTTE's proposals and later hand it over
to the UNF Government. The next day (November 1), Mr. Thamilselvan
is due to hold a news conference to announce the full text of the
proposals. Colombo-based foreign correspondents and representatives
of the local media are to be invited to this event.
