TISL
report to Speaker focuses on nepotism
Identifies weaknesses while declining
to disclose appointees’ names
Past acts of nepotism by successive political
parties was the focal point of the 'Report on Key High Posts', presented
on Friday to the Speaker by Transparency International Sri Lanka.
The
TISL has identified a series of shortcomings in the process of selection
of persons to key high posts which were highlighted in the reported
handed over to Speaker W.J.M. Lokubandara.
A systematic
study by the TISL has also revealed shortcomings, especially in
the form of nepotism and cronyism in the present governing system.
The need for such a project was identified by analysis of past acts
by successive political parties, as well as the failure of the 17th
Amendment and the Parliamentary Oversight Committee to meet their
objectives.
The
high posts identified were all Secretaries to Ministries, heads
of Missions abroad and other high level appointments to missions,
chairpersons and members of State institutional boards, consultants
and advisors who were citizens of Sri Lanka and comparable to the
above grades.
The
report noted that two key positions, those of Chairman, Central
Environment Authority & Secretary, Ministry of Public Security,
Law and Order were held by one individual. The TISL report noted
the appointment of the Chairman, Airport Aviation Authority, as
an attempt to appease defeated candidates at polls. The same question
had arisen over the appointment of the Airport Aviation Authority
Managing Director as well.
TISL
noted the appointment of SriLankan Airlines chairman was effected
through a special resolution. In respect of Regulatory Bodies, the
report recommends that the appointments and dismissals needed to
be strengthened with more safeguards by the Public Service Commission
and/or the Constitutional Council. The TISL had identified these
weaknesses while declining to disclose the names of the appointees
and other sensitive data. |
