process for Colombo Mayor
How the Mayor and Deputy are elected
=Based on the election results the Assistant Commissioner of Elections
in the respective districts informs the Secretary of the winning
party or the leader of the winning Independent group requesting
him to nominate names for the post of Mayor and Deputy Mayor.
*The Party Secretary or Independent group leader
has to submit two persons for the post of Mayor and Deputy Mayor
from among those elected to the council.
* Assistant Commissioner of Elections forwards the names to the
Elections Commissioner.
* The Elections Commissioner sends the names to be gazetted and
with the issue of the gazette notification the names of Mayor and
Deputy Mayor are legally accepted.
* In the event the names have to be replaced then the Party Secretary
or the Independent group leader must give valid reasons for having
to do so.
What has happened
* The UNP nomination list was rejected
* The UNP backed Independent Group No. 3 on the understanding that
in the event the Independent Group won, then they will stand down
and UNP members substituted instead.Independent Group No. 3 won
* From its list of candidates who won the most number of preferential
votes the Independent Group leader nominated two names for the posts
of Mayor and Deputy Mayor
What is planned?
* The Mayor, Deputy Mayor and 21 other MMCs elected from Independent
Group’s list are to resign shortly.
* In their place a Mayor, Deputy Mayor and 19 others to be appointed
from the 59 candidates in the UNP nomination list which was rejected
on nomination day.
* Anticipate a legal tangle at this stage
Alternate plan
* For those on the UNP list like Mayoral candidate Sirisena Cooray
to act as Advisers to the Mayor and Deputy Mayor and administer
the Council by 'remote-control'.
