Working Group
to monitor human rights implementation
The Permanent Standing Committee on Human Rights
decided to appoint a Working Group to study and make recommendations
with regard to the implementation of the recommendations made by
UN Human Rights Treaty bodies and appoint a committee to draft a
Human Rights Charter as enunciated by President Mahinda Rajapaksa.
The decision was taken when the Committee, co-chaired
by Foreign Minister Mangala Samaraweera and Human Rights Minister
Mahinda Samarasinghe met last Thursday. They also decided to establish
an Inter-Ministerial Committee on Human Rights, the Foreign Ministry
said in a news release.
Minister Samaraweera said co-chairing the Permanent
Standing Committee with the Human Rights Minister was a manifestation
of the shared commitment of both Ministries to protect human rights.
He added that “this commitment is derived not only from the
mandates of our respective Ministries, but also from our Constitutional
obligations and international commitments”.
The Permanent Standing Committee, set up in 2000
under the direction of former Foreign Minister Lakshman Kadirgarmar
adopted several decisions at the meeting. It decided to expedite
the submissions of all pending reports to the UN Human Rights Treaty
bodies and further enhance the ongoing human rights education programmes
conducted by the Security Forces and Police.
