The government has issued notice that revenue licences for vehicles will be issued to owners on condition they obtain a gas emission level certificate for their cars or vans. The government notification also stated, strangely, that the gas emission ruling applies only to vehicles registered in the Western Province.
Why only the Western Province?
The government notice gives a list of emission testing centres. However, when you go to Matugama, you find that the testing centre there is not operational. When you go to Horana, you find the testing centre there not operational. I have not been able to check out the Aluthgama testing centre, but I understand that the Galle Road-Waskaduwa testing centre is operational.
Vehicle owners in places like Matugama and Agalawatte have to travel 60 to 80 kilometres (the distance involved both ways) to obtain their gas emission level certificates.
Who is paying for the petrol or diesel burned to make these long trips?
It would be a good thing if the Commissioner of Motor Traffic first made all these listed centres fully operational before setting a deadline for these emission tests. |
