KMC wants car park stripped of BoI status

By L.B.Senaratne

The Kandy Municipal Council passed a resolution on Friday requesting President Mahinda Rajapaksa to revoke the January 28 Gazette notification whereby the municipal car park was designated as a BOI project. The meeting to pass the resolution was held behind closed doors and the media shut out.
The car park has been a controversial issue and litigation on it had been going on for sometime now. In addition, the shopping complex on Daladaveediya (Ward Street) had also been gazetted as a BOI project.

When the company which owns the shopping complex was informed by the KMC that a certificate of conformity (CoC) was needed for its building, the company had written back to the Municipality informing it that as the building was a BOI project there was no necessity to seek a certificate of conformity.
This fact was confirmed by Mayor L.B.Aluvihare by telephone to The Sunday Times.

It is now learnt that at the meeting Councillor Anura Gonawela had alleged that the Municipal Secretary's department which received the Gazette in question in the first week of March 2008 had sent it for binding and not a word of the Gazette notification contained in it was conveyed to the Mayor or the Municipal Commissioner who is the Chief Executive of the Council.Councillor Gonawela told The Sunday Times after this special meeting of the Council, that he has requested the Mayor to hold an inquiry into the inaction of the Secretary.
