The Human Rights Commission has fined a police officer for acting partially and failing to act on a complaint made by a Navy doctor.
The HRC imposed a fine of Rs. 7,500 on the Bambalapitiya Police Minor Offence branch chief Lakshman Siriwardena and directed that a copy of the order be sent to the Inspector General of Police and the Police Commission.
Dr. Ishantha Gunathilaka in his petition said he made a complaint at the Minor Offence branch but the officer in charge, instead of calling the people concerned for an inquiry, acted on a complaint made by the rival party and took him to courts.
The doctor said the officer misled the court by saying he had been discharged from the Navy.
The HRC said officer Siriwardena and the Bambalapitiya OIC failed to appear at an inquiry despite HRC orders, though on one occasion they had sent a sergeant who was not connected to the incident.
Reprimanding the two officers, the HRC said they had failed to carry out their duties and violated the fundamental rights of the Navy doctor. |
