Cabinet of Ministers granted approval to a Chinese state company to construct the expressway on pillars that connect the Athurugiriya Inter-Change and the New Kelani bridge.
As per the bids that contented technical and financial proposals are called from relevant investors for the proposed project by the Ministry of Highways.
Accordingly, the Cabinet of Ministers approved the proposal tabled by the Minister of Highways to award the implementation of the project to the China Harbor Engineering Cooperation (CHEC) as recommended by the Cabinet-appointed Negotiation Committee.
