CJ permits AG to file indictments against Bond Scam suspects at Special High Court

The Chief Justice (CJ) has permitted the Attorney General (AG) to file indictments against ten persons including former Central Bank governor Arjuna Mahendran at the Special High Court.

Charges will be filed against the suspects under Section 5 (1) of the Public Property Act for plotting and abetting the scam while selling treasury bonds worth Rs 10,058 billion at an auction on February 27, 2015.

The Central Bank's former Governor Mahendran and Deputy Governor P. Samarasiri have been primarily accused of causing losses worth Rs 688,762,100 to the government as a result of the bond scam.

These losses had been caused after Perpetual Treasuries Ltd – owned by Mr. Mahendran’s son-in-law Arjun Aloysious, had placed a bid of Rs 15 billion in order to illegally purchase treasury bonds worth Rs 5 billion.

Accordingly, charges have been filed against the two top officials of the Central Bank under Section 56 of the Registered Stock and Securities Ordinance.

The other suspects in the case have been charged for divulging confidential information of the Central Bank to a third party entity.
