The Court also ordered the petitioner Sarith Pathirathne, a lawyer from Veyangoda, to pay legal cost of Rs 500,000 each to three civil members in the Constitutional Council and another Rs 500,000 as cost to the state.
A period of two months were given to pay the cost amounting to Rs 2 million.
The petition was taken by a bench comprising of Justices Preethi Padman Surasena, Achala Wengappuli and Mahinda Samayawardhena.
