Work at all Sri Lankan government departments is said to have come to a standstill since secretaries to ministries have to be re-appointed or new appointments made after the cabinet resigned en masse on Monday.
According to Constitutional provisions, secretaries to ministries automatically cease to exist after the cabinet of ministers steps down. The next move is for the President to appoint secretaries based on the recommendations of the new ministers which will be delayed since only four ministers have been appointed.

The Supreme Court today refused interim relief in an application filed by President’s Counsel Senaka Walgampaya seeking an Order from the Supreme Court compelling the President to appoint judges to fill the existing vacancies in the Court Of Appeal.
