All the Governors of the nine provinces have decided that schools below 200 children can be opened after October 21.
Their decision will apply to the schools coming under the purview of provincial councils.
However, a spokesman for the Teacher trade unions said that they have not changed their position and until the government meets their demands they will refrain from attending school.
