PUCSL's decides to expedite CEB tariff proposal

The Public Utilities Commission of Sri Lanka (PUCSL) has unanimously decided to expedite the tariff proposal submitted by the Ceylon Electricity Board (CEB) in accordance with the Sri Lanka Electricity Act of 2009, PUCSL Chairman Janaka Ratnayake told Timesonline. 

He stressed that the PUCSL will not grant approval for a backdated electricity tariff revision or approve a tariff revision as an "interim measure" as requested by Cabinet as the law does not allow it. The PUCSL's stance has already been conveyed to Cabinet and the Attorney General.

The PUCSL has also unanimously decided to seek further legal opinion on implementation of the Cabinet request on interim tariff with retrospective effect. 

Meanwhile, the regulator is proceeding as per the Sri Lanka Electricity Act regarding the tariff proposal submitted by the CEB. The PUCSL has already called for public consultations regarding the proposal. Mr Ratnayake stated that the PUCSL will be analysing factors such as demand and supply costs, generation cost, least cost and economic efficiency when looking at the CEB's proposals. 

About 70% of total electricity consumers use between 60-90 units. This amounts to 5 million families, Mr Ratnayake noted. "These consumers must be given an electricity subsidy. We will not approve a tariff proposal that does not provide a subsidy for them. All our calculations will be done considering this factor," the PUCSL Chairman stressed.
