President to consider revoking HSZ gazette

News

President Ranil Wickremesinghe has sought advice from the Attorney General with regard to revoking the extraordinary gazette issued declaring several areas in Colombo district as High Security Zones, sources at the Presidential Secretariat said.

President Wickremesinghe is currently in Japan on an official visit and the decision is to be announced once he returns to the country.

Human Rights organizations including the Human Rights Commission of Sri Lanka have expressed concern over the decision to restrict people’s right to express and protest.

Fundamental rights petitions have been filed today by two Samagi Jana Balawegaya Parliamentarians challenging the extraordinary gazette declaring HSZs.

Earlier another FR petition was filed by a member of the Socialist Youth Union.

Through the extraordinary gazette President Wickremesinghe designated a number of locations in Colombo as High Security Zones.

The President’s House, the Presidential Secretariat, Parliament Complex, Supreme Court Complex, Ministry of Defence and Army Headquarters in Akuregoda, Sri Lanka Navy, Air-Force and Police headquarters, Prime Minister’s Office in Flower road, Temple Trees, official residences of the Secretary to the Ministry of Defence and the Commanders of the Tri Forces were declared as HSZs.

“No person shall conduct or hold public procession of any kind on a road, ground, shore or other open area located within the HSZ without first obtaining the written consent of the Inspector General of Police or Senior Deputy Inspector General of Police of Western province,” the gazette stated. Building of a temporary or permanent structure within HSZs is also prohibited.

The gazette also states legal action against those violating the rules
