Two Indian nationals with a local have been arrested in the Negombo area for illegally holding 223 star-tortoises.
The tortoises had been packed into boxes and ready to be transported, Police said.
Investigations are underway to detect if there were attempts to smuggle the tortoises out of the country.
The vehicle too has been seized.
The suspects have been detained until today (11) to be produced before a Magistrate.
