The Ministry of Public Administration states effective from February 10, it will no longer be necessary for the Divisional Secretary to certify the certificate issued by the Grama Niladhari on residence and character.
The pratice up to now is for the certificate, known as DS4, to be certified by a Divisional Secretary after the Grama Niladhari issues it.
