The Human Rights Commission of Sri Lanka (HRCSL) issued directives to Public Officers on August 5 Parliamentary Election to make Public Officers aware of the protection of fundamental rights during the election.
According to the directives, as per the Supreme Court held on the voting rights and the fundamental rights of an employee of the state, he or she is duty bound to ensure that they conduct themselves in a fair manner without any partiality as per the regulations in order to conduct free and fair election.
The HRCSL also drew attention to the clauses under Human Rights Act 21 of 1996 where, the Commission can initiate inquiry against those public servants who are accused of misusing state power, properties, resources, intentionally delaying official duties or failing to carry out assigned duties.
The HRCSL also said that it will continue to monitor how public servants conduct themselves during polls and whether they are carrying out their responsibilities to ensure a peaceful, free and fair election.
The directives have been sent to all Ministries, Chief Secretaries of all Provincial Councils, the Secretary to President, Secretary to the Prime Minister and the Election Commission.
