Navy SC beat CR and FC 12-10 in a nail-biting finale to retain the Western Province Open Rugby 7s Tournament played at Havelock Park last weekend.
Navy beat CR Bees 17-0 in the first semi-final while CR and FC thrashed Navy Seahorses 43-0 in the second semi-final to reach the final.
CR Bees beat Navy Seahorses 22-7 to win the Plate Championship.
Air Force beat Police 14-12 to claim the Bowl Championship after a close battle.
The tournament was held under three segments with a total of 28 teams competing.
The second segment was won by CH Kabaragoya 12-10 Air Force to emerge Cup champions while Navy Wave Riders beat Air Force Chipmunks to 19-14 to win the Plate title.
The third segment, where 12 teams under the development programme, Black Hawks beat Old Mudaliyans 12-5 in the Cup final while in the battle of the losing semi-finals Old Bens beat Old Kannagara 28-5 to win the Plate title.
