Something foreign in numbers mix-up?

Just after Palitha Kohona took over at the MFA, the admin chaps immediately sent a circular fax to all missions giving PK's contact number. But the following day, the same admin chaps sent another number, saying the previous one had a typo. The second number sent by the MFA however is the 'permanent' number of the impermanent secretary of the Ministry, known to all and sundry and the first number is something 'foreign' to everyone. So PK didn't get any congratulatory calls on his first day in office. Smell sabotage?
