The Bar Association of Sri Lanka (BASL) has filed a fundamental rights petition in the Supreme Court following the suicide of Charith Dilshan Dayananda, 23, a second-year student at Sabaragamuwa University’s Faculty of Technology.
The petition, filed by BASL President Rajeev Amarasuriya and Secretary Chathura Galhena, alleges that Dayananda was subjected to sustained ragging by senior students, including a degrading incident on April 26, 2025, shortly before his death.
The BASL accuses university authorities, the University Grants Commission, the Police, and others of failing to enforce anti-ragging laws and protect students.
Citing Articles 11 and 12(1) of the Constitution, the petition claims Dayananda’s fundamental rights were violated and highlights systemic inaction that enabled the abuse.
The BASL calls on the Court to hold responsible officials accountable, enforce existing laws, issue protective guidelines, and uphold students' right to safety in education.
