The Supreme Court has determined that the proposed "Bureau of Rehabilitation" Bill is inconsistant with the Constitution, Speaker Mahinda Yapa Abeywardena informed Parliament this morning.
"The Bill as a whole is inconsistent with Article 12(1) of the Constitution and as such may be enacted only by the special majority required by Article 84(2) of the Constitution," the court has ruled, the Speaker said in his announcement.
Accordingly, the bill in its current form can only be passed by a two-thirds Parliamentary majority.
The bill had been challenged in the Supreme Court in terms of Article 121(1) of the Constitution.
