Cabinet has approved a proposal to call for expressions of interest to select suitable financial suppliers/investors for the establishment of a new refinery within the Sapugaskanda oil refinery complex to operate at 100,000 barrels per day capacity.
The new refinery will operate under a build-operate-transfer (BOT) contract.
The board of directors of the Ceylon Petroleum Corporation have given approval to call for expressions of interest to identify a suitable investment partner based on the feasibility study conducted in 2022.
The modernisation of the existing refinery or construction of a new refinery has been identified as a priority by the government.
