President Ranil Wickremesinghe, in his capacity as the Minister of Finance, Economic Stabilization & National Policies presented the opening speech of the second reading of the Appropriation Bill for the year 2023 to Parliament at 1.30 p.m. today.

Accordingly, the debate on the second reading of the Appropriation Bill will begin tomorrow (15), and the voting for the second reading will be held on November 22 at 5.00 pm. The debate on the second reading of the budget will be held from 9.30 am to 5.30 pm and the time from 5.30 pm to 6.00 pm has been allotted for the Questions at the Adjournment Time or Motions at the Adjournment Time, Parliament's Communication Department said. 

Subsequently, the debate on the committee stage of the Appropriation Bill is scheduled to be held from November 23 to December 8 until 7.00 pm. and the voting will be held on December 8 at 7.00 pm.

Parliament is scheduled to meet on all other days of the week except Sundays and Poya Day during the budget debate to be held from November 14 to December 8.

No time has been set aside for Questions for Oral Answers during the budget debate. 

Meamwhile, Narendra Fernando, Serjeant-at-Arms said that nearly five hundred persons representing youth and school children came to Parliament today (14) to listen to the budget speech presented by the President Ranil Wickremesinghe in his capacity as the Minister of Finance.

The Serjeant-at-Arms further said that this is the first time in the history of Parliament that the youth community and school children have been given the opportunity to observe the presentation of the budget.

Senior students including prefects of several schools in the Western Province and nearly a hundred young person’s representing the youth parliament of the National Youth Services Council were among them.  In addition, a group of young person’s representing the National Youth Corps also was present to witness the budget debate.

After witnessing the President's budget speech, they also joined for a tour around the Parliament.
