NVQ compulsory for Lankan migrant workers from April 1

Labourers migrating to foreign countries for domestic sector jobs would  require a NVQ (National Vocational Qualifications) certificate and a training of 45 days, from April 1, 2023, Minister of Labour and Foreign Employment, Manusha Nanayakkara said.

Addressing a e post- budget press conference on Tuesday (November 15), he also welcomed  the budget to having allocated Rs. 50 million for training for those seeking foreign employment. 

Currently, 70% of foreign emigrant workers include semi-skilled or professional workers, and unskilled labourers amounting to only 30%, who “would not be entirely in an untrained state”, the Minister stated. 

The Ministry is further conducting a labour market study, analyzing the jobs and the amount required in foreign labour markets today, in five years and ten years. The analysis will be submitted to the Ministry of Education or vocational education institutes. 

The Minister expects this program to prevent drawbacks in the current system, where vocational educational institutes do not have students, or students fail the training, or the training is not suitable for the world labour markets. 

“We, as a government, are creating the laborer the world requires. The budget this time provides a huge support for it”, the Minister commented.
