The Ministry of Digital Economy (MoDE) of Sri Lanka, together with the Information and Communication Technology Agency (ICTA), has commenced the Selection and Procurement process for a Sri Lankan origin-Managed Service Provider (MSP), to be tasked with Managing and Operating the Sri Lanka Unique Digital Identity (SLUDI) platform.
The Sri Lankan-Managed Services Provider (MSP) will take over the SLUDI system soon after the completion of acceptance and security testing of the system is completed, a media released by the ministry said.
The initial implementation of the system will be carried out under the terms of the Grant from the Government of India by a Master Systems Integrator who will exit the project at the point of handing over to the MSP.
Pursuant to the MSP taking over the system, and upon the completion of further operational assurance tests and Pilot operations by the MSP, the Department of Registrations of Persons will commence the collection of demographic and biometric data for the SLUDI system. It is expected that this process will commence in the 2nd half of 2026.
The SLUDI project is a central pillar of the Government’s digital transformation strategy, aimed at creating a technology-driven society with inclusive, secure, and efficient digital public services. It will simplify government services, increase efficiency, strengthen digital trust, and provide the foundation for innovative solutions in finance, healthcare, education, and e-government, the release said further.
The Sri Lankan MSP is expected to be selected during the course of December 2025, enabling the MSP to ramp up expertise and system knowledge working alongside the MSI over a 6-month period. This will ensure a comprehensive knowledge transfer and smooth transition to the local MSP. The operational phase of the SLUDI will depend significantly on the performance of the MSP, whose role will be critical within Sri Lanka’s digital ecosystem.
In this regard, ICTA has issued a Request for Information (RFI) to assess the readiness, technical expertise, and financial capability of Sri Lankan entities who have interest in Managing and Operating Sri Lanka’s most critical Digital Public Infrastructure. Sri Lankan entities wishing to express their interest should submit their applications by 3.00 p.m. on 30 September 2025 via email to info@icta.lk.
