China top officials says Port City agreements legally binding

A top official of the company involved in the Colombo Port City Project today declared that all documents provided by the Sri Lankan government including Environmental Impact Assessment reports before the construction of the project were legally binding.
Vice President of the China Harbour Engineering Company Ltd (CHEC) Tang Qiaoliang told a group of visiting journalist from Sri Lanka that they have been told that all the documents provided for the construction of the project under a Public Private Partnership project were cleared by Sri Lanka's Attorney General.
'Besides, our legal experts were fully satisfied about the legality of the documents provided', he noted.
He said they were hopeful that they could go ahead with the project and the suspension was only to cooperate with the Sri Lankan government in its review process.
'We fully accept the government's position and have agreed to suspend the project' Mr Qiaoliang said.
He said, under a PPP project the responsibility of providing documents and report from the Sri Lankan side fell with the government and at least three organisations were providing EIA reports and the required licenses.
He said all required documents have now been provided to the Sri Lankan government for its review.
He did not make any direct comment, about President Maithripala Sirisena's reported comment that he was awaiting further environmental assessment reports regarding the project.
The issue is expected to figure during President Sirisena's visit to China next week.
