The Supreme Court by a majority vote has determined that the Twentieth Amendment to the Constitution is inconsistent with several articles in the Constitution and would need approval by a two third in parliament s well as of the people in a referendum.
Speaker Karu Jayasuriya who announced the SC determination today said clauses 2,3 and 4 of the Bill us inconsistent with Articles 3,4 12 (1) and 14 (1) of the Constitution .
The amendment was intended to postpone Provincial Council elections and hold elections to all Councils on one day as well as vest with Parliament the powers of PC in the interim period.
