The Supreme Court has determined that several provisions in the Theravadi Bhikkhu Kathikawatha Bill are inconsistent with the Constitution and said a special majority in Parliament as well as a referendum would be required to pass it in its present form.
The court however has suggested certain amendments to the Bill, which if introduced, will not make it inconsistent with the Constitution, Speaker Karu Jayasuirya announced.
The Bill seeks to formulate a code of conduct for Bhikkhus with provisions for imposing penalties and punishment on errant members.
