Child labour or necessary evil ?

At a seminar on worst forms of child labour this week, the ILO urged Sri Lanka to reduce this form of child labour in Sri Lanka. Experts however say this could happen only if parents/mothers are gainfully employed, reducing the need for children (like the boy in the picture) to work and supplement the family income. Pic by J.
