The cabinet has decided to change the civil procedure code and make provisions to consider forensic medical reports as post mortem and ex- facie bed head ticket reports without a Medical officer.
The government has reached the decision due to the increasing number of road traffic accidents, and the resulting piling up of civil cases to obtain relief. Therefore as a measure to expedite the process it was decided to amend the civil procedure.
Eelier, victimsed party had to make sure that the medical officer is in court to testify the content of the post mortem report and other medical reports in order to obtain relief.
However with the new system the victimized party should submit forensic medical reports as post mortem and ex- facie bed head ticket reports as proof of record.
This decision has been considered to avoid unnecessary burden on medical officers who would have to forgo their valuable professional time as they could be working in remote areas at the time of court hearing in cases where it takes ten to twelve years.
