Online system to handle internal Govt. exchanges

All government internal bureaucratic exchanges including submitting leave applications, seeking approvals for future and completed programs will be carried out through an Online Office Management System in order to minimize the public expenditure.

Secretary to the Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government M.M.P.K. Mayadunne issued a circular instructing all District Secretaries, Divisional;l Secretaries and Heads of local government institutions to implement the SYSCGAA- an online Office Management System immediately.

The decision for island wide implementation was taken following the successful implementation of the pilot project within the Home Affairs Division of the Ministry and selected District Secretariats. The project has also been certified as secure project by Sri Lanka Computer Emergency Readiness Team (SLCERT).

Accordingly, all internal bureaucratic process from submission of leave applications and filing report completion is to be carried out under this system, Secretary Mayadunne stressed.

Heads of District Secretariats, Divisional Secretaries have also been instructed to minimize public expenditure by taking action to reduce unnecessary printing costs when processing similar requests and tasks. "It will be sufficient to print only the essential monthly and annual summaries with respect to leave and keep them in the relevant files,"

Since separate user accounts have been created and made available access facilities at divisional, district and national level for the auditors to audit this SYSCGAA database, the audit activities with regard to internal bureaucratic modules to be performed using an online methodology, the circular added.

Secretary Mayadunne also pointed out that action will be taken to identify the officers who utilize the database to the maximum level through the database itself and to prioritize the institutions that provide more efficient services in the future.
