A Sri Lankan draft of the proposed Economic and Technical cooperation Agreement (ETCA) has been given to party leaders in Parliament for their scrutiny, Minister of Development Strategies and International Trade Malik Samarawickrema told Parliament today.
A draft copy has been to New Delhi too and an input is expected within the next two weeks, he said.
The Minister said the final draft of agreement will be presented to Parliament before it is signed, he said in reply to a question raised by JVP leader Anura Dissanayaka.
Mr. Samarawickrema said the Institute of Policy studies (IPS) had carried out study based on which the framework of ETCA was prepared
The JVP MP pointed out at this that the head of the IPS Dr Saman Kelegama, which carried out the study to establish the framework of the ETCA, was also a chief advisor to the Government on the same matter.
Mr.Samarawickrema said that even though Dr.Kelegama headed the institute, the report was not prepared by him.
