Public who wish to submit any proposals, ideas or views on the New Constitution making process can submit to the Experts Committee to Draft a New Constitution appointed by the Cabinet of Ministers, according to a gazette notification issued by the Ministry of Justice.
Accordingly, those who wish to submit any proposal, ideas or views with regard to following topics could do so in the Sinhala, Tamil or English on or before November 30 , addressed to the Secretary to the Committee. The topics as follows:
a.Nature of the State
b. Fundamental Rights
c. Language
d. Directive Principles of State Policy
e. The Executive (President/Cabinet of Ministers/The Public Service)
f. The Legislature
g. Franchise and Elections including Referenda
h. Decentralization/Devolution of Power/Power Sharing
i. The Judiciary
j. Public Finance
k. Public Security
l.Any other area of interest not specifically referred to above

My memory takes me back to 1979, to a moment etched in time when a strikingly tall and impeccably dressed military officer, a Master in charge of Cadeting at Prince of Wales College commanding a guard of honour presented to President J.R.
