In the not too distant past, lottery ticket buyers in their millions waited with anticipation for the draw where there was a fair chance of at least winning a consolation prize.
But today, even if you buy tickets to the value of Rs 500, the chances of winning even a Rs 20 consolation prize is remote. Obviously this is very unfair by the lottery ticket buyers. To win back the trust of the lottery ticket buyers the number of consolation prizes of the value of Rs 1000, Rs 500 and Rs 100 must be appreciably increased. Giving publicity alone is not enough. Justice should not only be done, it must be seen to be done.
