President has to dissolve the parliament if the 19th Amendment is defeated on April 28 in parliament since there is no mandate to continue the government, Deputy Foreign Minister Ajith P Perera said. "We don't have a mandate from the people to go beyond 100 days, President should be able to get numbers from SLFP to pass the 19th amendment" Mr Perera told a press conference.. The debate on the proposed 19th Amendment was postponed to April 27. The voting will take place following day. Meanwhile the Deputy Minister of Policy Planning Harsha de Silva said the report on Treasury Bond issue was scheduled to be submitted to parliament yesterday but due to the disruption by a faction of parliamentarians it was postponed. " There were 225 copies ready to be distributed among the members but due to the protest inside the parliament we could not do any business," he said.
