The Northern and Uva Provincial Councils have both rejected the Development (Special Provisions) Draft Bill. At the Uva Provincial Council yesterday, the draft bill was defeated by a majority of four votes. Thirteen provincial councilors voted against the bill while only nine voted for it.
When the draft bill came before the Northern Provincial Council (NPC) today, it was unanimously rejected by the entire council.
The draft bill has run into serious controversy, with provincial councils stating that it would allow for the Central Government to strip provincial councils of some of their powers. Meanwhile, there have also been claims that the bill would pave the way for a so-called 'Super Minister' with extensive powers.
