Today, the education has been turned in to a highly competitive arena. The next target of those who successful complete their secondary education is their higher education. Those fortunate enough to have access to such an education are assured of a successful future. Unfortunately, due to the dearth of resources available in Sri Lanka, it has become an extremely difficult task for many deserving students to enter the Medical Faculty or Engineering Faculty in our Universities. Restricting the future scope of students further is the fact that there are no universities to teach Aeronautical Engineering and Marine Engineering study courses in Sri Lanka.
The unreasonable long length of period that current university environment is compelled to live with due to various students’ unrests is yet another negative factor. The combination of all these gloomy factors have in turn served to strengthen the resolve of far-sighted parents who are desirous of ensuring a positive future for their children, to enroll them in foreign universities. Consequently, India, Bangladesh, Australia, Russia, Malaysia, USA and England have emerged as preferred countries.
The aforesaid trend begun in the 1980s’ witnessed a significant increase in the 1990s’. Then, in order to cater to this growing demand and facilitate student placements in foreign universities, many institutions were established. Amongst them, Chancellors Institute – International Educational Center has won the confidence of the parents in general, to remain a most prominent and respected institution in this sphere. This institution was launched by non other than Mr. M. Wanasinghe who was the Senior Adviser on Education as well as Astrologer of late President Hon. Ranasinghe Premadasa . Mr. Wanasinghe, apart from been a school Principal with a proud service record of 40 years, belonged to a family with a distinguished heritage of versatility in astrology.
His services in this sphere were obtained by many world leaders of the day. It was his immense knowledge in astrology and accuracy in predictions that prompted Him to predict the ascend of Hon. R. Premadasa to the highest position in Sri Lanka; at a time nobody ever even imagined such a possibility. In order to facilitate this epoch making event of Hon. R. Premadasa, Mr. Wanasinghe organized a sacred offering of one hundred thousand of ‘nelum’ flowers at the feet of ‘Jayasiri Maha Bodhiya’ in Anuradhapura.
This meritorious deed enabled Hon. Premadasa to meet with tremendous success subsequently by overcoming many daunting obstacles. All these deeds were performed by Mr. Wanasinghe for the simple reason of ensuring that the ideal individual is in the required position, in order to streamline the wayward education system in Sri Lanka. Accordingly, with the uppermost noble intention of fulfilling the educational aspirations of the Sri Lankan children, Mr. Wanasinghe established Chancellors Institute – International Educational Center in 1991. Herein, with the active support of local school Principals, Experts on Education, University Professors, other prominent personalities and the government of the day along with countries such as Russia, Bangladesh, the institute embarked upon the task of securing high caliber foreign Universities for Sri
Lankan students in countries such as Russia, Bangladesh, India and Australia and many more, which possess modern facilities and conveniences backed by the supervision of Professors, Deans and other relevant authorities in those countries. These opportunities are now available to our children who have faced either the Sri Lanka or London G. C. E. (A.L) and are eager to follow higher studies in a quality foreign University.
A pertinent matter that deserves special mention here is the fact that most Sri Lankan students, who study in Russian Universities, are faced with three worrisome factors. One is the virtually unmanageable high cost of living. Second is the severe cold in the winter. The third is the slant towards giving prominence to the Russian language over and above English language. Even though Universities in Russia and Byelorussia have English medium education, a student is constantly confronted with situations that require knowledge of Russian language. Subsequently when these students want to register themselves with the Sri Lanka Medical Council, they are faced with numerous problems.
Similarly when they try to register there too they face many problems. Further, for some reason or another, when these students with a Degree from either Russia or Byelorussia sit for the mandatory local exam, most of them fail. Thus they are deprived of relevant job opportunities in Sri Lanka. Thus, the situation in today’s context is that, whilst the medical degree from countries like China and Korea too are not much accepted, in the case of Russia and Byelorussia it is even less. Therefore, parents and students show a great reluctance to pursue their advance studies in those two countries. As such, it is a worthwhile duty of all parents to seek advice from the local and foreign knowledgeable sources before determining where they should send their children for higher studies.
In this regard, official of Chancellors Institute – International Educational Center actually visited many worthy countries along with experts on educational matters. It transpired during these visits that approximately a sum of rupees 15 million cost has to be borne by a student if higher education is to be pursued in India, Australia or America. However, it was discovered by the team that, for a similar quality education, it costs far less in Bangladesh world recognized Universities. Further, the visiting comprising of Chancellor Institute – International Educational Center’s officials, Educational Experts and Medical Doctors stayed over for a period in excess of one month, examining and analyzing every aspect relevant for student education in Bangladesh, and realized that compatibility is 100% for Sri Lankan students.
In furtherance of this advantage, discussions were held with decision-making authorities in the medical and educational sectors in Bangladesh and beneficial system of education for Sri Lankan students have been launched. As part of this system, the convenience of a world recognized education within a reasonable time frame, at a very affordable cost is available for our students. Being a SAARC region country it offers its many similarities in weather conditions to that of Sri Lanka. Further, the cost of living in Bangladesh is about half of Sri Lanka. Noticeably, unlike in Sri Lanka, there is no ragging or other wasteful student agitations, the absence of which positively helps students to pursue their academic activities peacefully. Consequently, these Degree holders can easily find employment in any part of the world, including Sri Lanka. If students wished to enroll for Specialization, the relevant University readily helps in that too. Hence, it is not a matter of surprise that Chancellors Institute – International Educational Center was judged as the organization that enrolled the maximum number of students in Bangladesh Universities.
In Bangladesh M. B. B. S. Degree takes 4 ½ years, whilst B. Sc, M. Sc, L. L. B., B. Com., M. B. A. etc takes 3 – 4 years. A Private Medical College in Sri Lanka? Our institute, in collaboration with several local and foreign Professors and erudite personnel strived to obtain approval to open such a medical college. However, not only we were not granted permission, we could clearly foresee that it will not materialize even within the next 7 years, as Sri Lanka statutory law does not permit the establishment of such a college. Hence, it will be prudent for the parents and students alike to consider the under-mentioned factors diligently and arrive at decisions accordingly, keeping their future welfare at heart.
It is a known fact that currently the Medical Degree from Russia and Byelorussia in general are not recognized over the world. However, the Medical Degree from St. Petersburg and I. P. Pavlov receive some sort of acceptance. Students who enroll in these to Universities through us for M. B. B. S. and M. D. qualifications, are required to bear a cost of Sri Lanka Rupees. 2.2 million The vital question is, whether it is worth at all to spend this amount of money for a degree which is not helpful to a student as it does not receive much acceptance in the world. It is even worse when certain local institutions promise these Degrees, claiming they are affiliated to these Universities, though there is no legitimacy due to our prevailing law.
Our experience of over 20 years have clearly proven the fact that every scheme that was put in place to, either wholly or partly study in Sri Lanka and subsequently obtain a Medical Degree from a Russian University miserably failed, resulting in only a considerable loss of money, time and energy for the students and parents. It is therefore, advised not to consult any such institution, irrespective of however recognized or highly placed the promoter is, until the existing law in the country is subjected to necessary changes to legally permit it. Going to such a place, therefore, means encountering irrevocable damage to the promising future of the respective student/s only.
The most agonizing factor with these illegal institutions is that they are capable of, due to their position in society, connections to higher authorities or power of money, to completely delay or totally defeat your subsequent attempts at legally recovering the losses you were subjected to. Herein, it is prudent to expose the fact that under the previous system that prevailed in Sri Lanka, any institution who claimed to be an affiliation of any foreign University, irrespective of the quality of education they impart or the recognition such a degree receives by the medical authorities of the world, were able to register their institution with our local Medical Board. Although this harmful system has rightfully been changed recently thereby preventing such registration in the future, there are many institutions which took advantage of the earlier system, who, by virtue of their earlier registration, still openly operate. Under the present system, a foreign University must prove that the education they provide their students as well the facilities they possess are of a high quality, in order for their affiliated institutions to register themselves in Sri Lanka’s as well as Britain’s Medical Board. However, due to the fact that those low-grade institutions that were registered under the previous system too still function, the picture is murky. This would easily confuse every unsuspecting parent and student. This is precisely why all parents ought to exercise extreme caution and seek erudite opinion and knowledgeable advice before arriving at their child’s ‘life-defining’ decision whose trouble-free bright future is always at their heart.
Now comes the most pertinent question! How can a parent seek out the perfect method, to make their child a qualified full-fledged Medical Doctor in the future?
